CORVALLIS -- Oregon State Police investigated attempted bombing suspect Mohamed Osman Mohamud for an alleged date rape in 2009 on the Oregon State University campus, but prosecutors did not pursue the case.
An 11-page report on the encounter between Mohamud and the woman says that both had been drinking alcohol before having sex in an OSU dormitory room.
A forensic exam of the woman's urine did not show the presence of substances associated with date rape drugs, such as gamma hydroxybutyrate or GHB. Witnesses also told investigators the sexual encounter appeared to be consensual.

Here is the account described in the documents released Monday by the Benton County District Attorney's Office:
The woman, whose name was taken out of the report, told an investigator she drank something by mistake at an OSU campus Halloween party at the Tau Kappa Epsilon fraternity.
Before arriving at the party, the woman told an investigator she had four shots of tequila and two beers, and had two more beers after arriving at the TKE house about 10:30 p.m. While in the room of a friend, "she drank out of what she thought was her drink," the investigative report says. "She noticed the drink had a sweet taste and put the drink down."
She went to the dance floor at 11:15 p.m. and did not remember what happened after that.
Mohamud told an investigator he met the woman at the party and they left the fraternity house together with the intent of going to an OSU dorm room. "I was a little tipsy and I guess she was, too," he's quoted as telling the investigator.
At least three other people -- two men and another woman -- were in the dorm room while Mohamud and the woman had sex on a top bunk.
Mohamud told an investigator that he walked the woman to a friend's apartment early on the morning of Nov. 1. She was a student from eastern Oregon, he said.
He told the state police investigator, "On the walk back, when she asked if we had sex, I thought she must have been more drunk than I thought."
The report describes an acquaintance of the woman, who also was a friend of Mohamud, trying to prevent Mohamud from leaving the party with the woman.
The friend, Brian Gatimu, told a police investigator that he'd met the woman during the fall term 2008. He told the investigator the woman appeared to be drunk at the party.
He told an investigator that Mohamud -- called "Mo" by his friends -- responded to his concern by saying "she was with him and told Gatimu to leave them alone. Brian did not want to cause a scene or a fight and left," the report says.
Gatimu on Monday confirmed the police report account.
"I was trying to help her," he said. "I wanted to take her to her home. She told me she was fine."
He said Mohamud remains his friend, saying: "He was the most normal person you can think of. There were no signs leading to what happened (Friday night). All of his friends are just shocked about it."
A paragraph in the investigator's report on the says Mohamud offered his computer to police to check that he hadn't been researching date rape drugs. Christian Stringer, Benton County's chief deputy district attorney, said a search by computer experts confirmed that.
Asked if the hard drive showed that Mohamud was exploring fringe Islamism, Stringer said, "If there was that information, they didn't share it with me."
